Here's an idea -- Why not require people to be qualified for their government jobs? For example, the Secretary of Health and Human Services would need a medical degree, the Secretary of Education would need a doctorate in education, and the Secretary of Defense would need a legitimate (i.e. earned) military rank of colonel or above.
