Literally the only time you work from the bottom up is at a game jam. Every one I've ever been to, I wait till the pleasantries are done and then, once we start talking about what game we want to make, I ask the artists what kind of art they can do (because that's a deciding factor), then I'll ask the programmers what languages/ engines they know (again, because that's a deciding factor).
 At that point I've always been able to step back and let things flow naturally. Game jams are awesome and a great way to start making games.
 It's worth mentioning I've only ever partaken in 48 hour game jams. Yes, they are learning experiences, and a lot of people learn new skills/things there, but I'm guessing 67% of the teams will be doing things they are 80% familiar with most of the time. That was my experience.

I think an important distinction to note is that if you're building portfolio pieces for a specific company, you may want to target the engine first if you know they primarily work in say Unity or Unreal. Mind you it's it's best to learn as many engines as you can in general, just sometimes the engine comes first.

Thor is Describing exactly what EA did to Bioware for Dragon Age and Mass Effect. They forced Bioware to use their fancy frostbite engine that had zero assets/systems in place for RPGs, along with teams that had no experience with it and forced games out unpolished.

This applies to art in general, choose the style you want to emulate, then the medium, then the colors (colors can be a musical term as well)

PLEASE do a mini course on engine languages and why they are different! I just gotta know now    EDIT: no shit I can google for answers, but I am asking from Thor specifically because he has a great way of explaining this stuff to newer people like me.

I found it helpful to create a very basic concept of my game idea in multiple game engines as well. 

Sometimes you encounter stuff you never expected and it helps address it early on.

I'm kinda tempted to try making a game just from how often you appear in my shorts when I'm doomscrolling. My current height of expertise is scripting missions for Arma 3 and adding in files I've adjusted in notepad++ to make sure the players and AI spawn in with the right gear every time
