There are already videos on setting up DevOps but the end to end cycle with best practices in actual implementation project is not covered properly.

I have an issue starting the Finance project in VS2019, I wondering if you have any suggest for this: The imported project "C:\program files (x86)...Microsoft.dynamics.framework.tools.buildtasks.targets" was not found. Confirm that the expression in the import declaration... I'm really lost in here, I mean, I suppose that if the installation of the extension was successful what is missing?

Can I run D365 on a local virtual machine built based on VHD downloaded from my azure/lcs account? I saw that the VHD image contains Ax* databases so I wonder whether I can run and test on local vm rather than an azure vm.
