When you look at how George Lucas brought Maul back during The Clone Wars and had him assembling the gangs and stuff, this really makes a lot of sense.

I really like this idea becuse it sort of makes the good guys - bad guys forces "balanced" through out all trilogies? What I mean is
Prequels - Big good faction (Republic) vs big bad faction (Separatists)
Originals - Small good faction (Rebelion) vs big bad faction (Empire)
Sequels - Big good faction (New republic) vs small bad faction (Crime sindicate)

Tbh, I would have LOVED to see Maul as the main villain of the Sequel Trilogy. It would have been pretty poetic if the secondary antagonist of the beginning of the Skywalker Saga was also the final villain of its conclusion

fun fact: Dave Filoni let us have a short glimpse into tension and dynamics between Maul's twi'lek apprentice with the help of Ahsoka. Snips finally coming in handy. Even if it was short lived
