I hate to point out the obvious, but without taxing tips, the total income reported to social security will be greatly decreased, and unless tipped workers are contributing to a retirement fund long term, their social security earnings will be greatly reduced as well as any payments they will receive at retirement age. This could be a problem for those workers who work in restaurants where their hourly wages are less than $5 an hour at this point. It's a catch 22.

Woohoo… that no tax on tips should work great to make up for no Medicaid and SNAP plus people still will get the “privilege “ to work for a stable below minimum wage level. Congrats, watch me pull a rabbit out of my hat.😏
