The guy claiming he has a service dog is faking it, They do not get distracted by talking to them, unless they are brand new and in training, they are trained to pay attention no matter what, so why would someone saying aww cute puppy be a distraction, if that was so then the dog would be a horrible Service dog if it gets distracted so easily
