(Pt 1) HELP! My Toyota is STUCK in 4x4! ('02 4Runner)

Customer drove his 2002 Toyota 4 Runner in with the Transfer Case STUCK in 4x4 HI and the Center Diff Lock is STUCK ON!!

This 4x4 system is module-controlled, but there is no "live data" or "codes" to help us out.
Scanner will be of no use here.
The only thing we have is a wiring diagram, and "lacking" OEM Service Information.

Let's get out the DVOM and a Test Light and do some logical checks to see why this 4Runner is STUCK in 4x4...
